principles. >> with more on the convention let's go to peert dter doocy. >> mr. ryan's speech was very well received the delegates and party leaders inside the tampa bay forum last night knowing there were more eyeballs on him than normal in the forum and across america. he used the line we have heard before on the trail about the difference between the romney ticket and the president's ticket when it comes to saving medicare for future generations. the people of wisconsin have been good to me. i have tried to live up to their trust. and now i ask those hard-working men and women and millions like them across america to join ours cause and get this docountry working again. when governor romney asked me to join the ticket, i said let's get this done. that is exactly what we are going to do. >> there you get a sense of a

big team congressman ryan, change. the next 4 years won't be better than the last four years without a change. for the economy to turn and voters should switch president and mitt romney run the show. 42-year-old paul ryan's political life he also said he hopes his dad who passed away when he was 16 would be proud of him. he said for due future generations they should pick the romney ticket. >> our opponents should consider themselves on notice. in this election on this issue, the usual posturing isn't going to work. mitt romney and i know the difference between protecting a program and raiding it. we need this debate, we want this debate, we will win this debate.

conditions saving dozens of people on their roofs this after water pushed over the levy. the president saying the flooding there is worse than what he saw during hurricane katrina. >> had to break through the ceiling and come through the attic. took us out of the attic into the boat. it is very bad down there. very bad. >> right now at least 700 thousand people in four states without electricity this morning downed power lines and scattered tree limbs are lining the streets. jonathan serre is live on the ground. >> good morning to you. the winds have calmed down. that is finally going to allow utility crews to go in and try to restore electricity.

the main test of this storm was the new levy system the army corps of engineers made nearly a $15 billion in improvement to a levy system protecting the city of new orleans and it held up very nicely in the storm. a different story outside of the federally protected area some of the local levees want to show you more video from plaquemines parish. they stayed behind even though this area this particular part of plaquemines parish was under mandatory evacuation, this particular neighborhood survived previous storms, but every storm is different. even though this particular storm isaac was no stronger than a category 1 hurricane it was moving so slowly the storm surge became a huge issue and this bath water levy wasn't tall enough to hold all of the water back and water started lapping over the top of the levy.

authorities had to go in and rescue those residents. they also had to evacuate approximately 100 residents from a local nursing home. fortunately they report they were able to do so with no serious injuries. ainsley and patti ann back to you. thank you so much for that update. >> we have a brand new update out moments ago. janice dean has all of the details. she joins us from the extreme weather center. >> 45 miles an hour. still a tropical storm but the storm is starting to weaken. it could dump additional 6 to 12 to 18 inches on already saturated ground. we have the threats of torontos for parts of louisiana through mississippi this tornado watch good until 8:00 a.m. local time central time. still seeing wind gusts in excess of 45 miles per hour in new orleans, 41 mobile.

still getting those wind gusts and of course the rain is going to continue to drive hard into some of those areas. i want to point out as we head further out in time in the weekend up through the plains and the midwest this is much needed rainfall for this area. that is the good news from this storm. a slow moving storm as we look at the future radar, ladies. thursday into friday not moving very much. again once we get into the weekend it will start to move into the drought stricken areas. that will fortunately be some good news from this storm system. back to you ainsley and patty ann. janice dean, thank you. >> just hovering over that area. time for your 5@5:00. we begin with a developing story out of southern afghanistan wefrment learning two nato troops have been killed in a helicopter crash overnight. the nationalities of those soldiers unknown at this point. there were no reports of enemy activity in the area when the chopper went down.

54 international service members have been killed in afghanistan this month alone. many of them american. accused dark knight shooter james paul is due back in court today. a judge considering whether to release a notebook he reportedly mailed to a school psychiatrist the days before the massacre. there are reports the notebook may contain a detailed plan of attack including a map of the movie theater where holmes is accused of killing 12 people. holmes' lawyers say it is under dr. patient privilege. the prosecution says he's a cold blooded killer that planned his attack. >> he loses control of his cadillac and plows into a group of people. just so happens to be near an elementary school. this happened in california. 11 people prl injured including 9 children. four said to be in serum why yous condition.

since cat vienna have a long way to making everything work exactly as we engineered exactly and as it has been designed. >> we heard a lot about plack n plaquemines parish strained because the water is overflowing. how are you going to do this? >> this is a nonfederal levy it belongs to plaquemines parish. it provide more protection and reduces the risk for their citizens down there. we will provide the technical assistance engineering assistance when they rebuild it after it is drained. we have brought in a large number of pumps we want to brain it by pumping the water out. we want to stand by the people of plaquemines to give them life back as soon as possible. >> a lot of people complaining

romney to accept the party's nomination. his running mate warmed up the crowd a speech that was part biography start popart policy. he assumed the aggressive kind of posture that comes with that job. i have never seen opponents so silent about their record and so desperate to keep their power. they have run out of ideas. their moment came and went. fear and division is all they have left. with all their attack ads the president is throwing away money. he is mrit tpretty experienced that. >> now all of this sets the stage for mitt romney to come together to formally accept the

nomination for president. he was in indianapolis speaking to an american league gone gathering on a day the campaign was really stressing foreign policy and national security issues. paul ryan's bread and butter was the economy. >> college graduates shouldn't have to live out their 20s in their childhood bedrooms staring up at fading obama posters and wondering when they can move out and get going with life. everyone who feels stuck in the obama economy is right to focus on the here and now. i hope you understand this, too, if you are feeling left out or passed by you have not failed your leaders have failed you.

it's a show you don't want to miss. now to an extreme mweather alert. isaac may have grew to a tropical storm but problems are growing fast. jonathan siere is live on the ground. >> webbings peer yens rain and anticipate we will for moist of the rest of the day as we have the outer bands of the back half of this storm pass over louisiana. as this rain continues to fall over a wide region with the slow moving storm people living far inland could experience flooding if there is low lying areas. near the coast the storm surge has been the problem during advance of the storm. plaquemines parish where water over topped one of the levees. it is a small local levy outside of the federally controlled area. water starting spilling over the

top. residents say they haven't experienced problems in past storms so they decided to stay in their home even though it was under a mandatory evacuation. those rescues went through without any serious injuries. good news there. through out the region there are reports of downed power lines downed trees and about 700 thousand people without electricity. because the storm has been moving slowly taking a while for the winds to die down. power crews go back and restore electricity. back to you ainsley and patti ann. >> jonathan live in new orleans, thank you. janice dean has been tracking the storm. >> incredible storm totals already coming out of the new orleans' area up to 20 inches in the park. we will get official amounts through out the day today.

royal palm beach is in florida. this brought quite a few inches to parts of florida. tornado watch in effect until 8:00 a.m. local time for parts of louisiana, mississippi and alabama. we have several tornado warnings being reported in and around alabama and mississippi even in the florida panhandle. we are seeing rotation. we will keep you up to date on that. here is the lathes tropical storm isaac 45 miles per hour moving northwest at 8 miles per hour. eventually we will have a good news story all of the rainfall will make it into drought stricken areas. for now additional 6-12-18 inches on saturated ground. this is a story we will continue to follow through out the day and into the weekend. >> category 1. thank goodness it wasn't 3 or 4. >> oo top five stories making

news at this hour he was thrown in jail after he helped the u.s. track down in london. the appeals is schedule to do resume. he was convicted of having ties to militants. ram paul is among those for treating him like a hero. >> a tragic story out of connecticut last night. a man who was trying to help a homeowner fix his propaning leak died when the house exploded. the man's young son and homeowner was taken to the hospital. the house now completely destroyed except for the chimney. the homeowner's wife and children were not at home at the time. >> swearing, lying and smoking on campus no longer grounds for detention? school officials easing up on

disciplinary guidelines. stew didn'ts -- students can le campus and gamble on campus without detention. a convicted murderer escaped a jail cell using a popsicle stick. this happened in hobbs, new mexico. the president said he attached a small razor attached to the pop sti sickle stick and chipped away until it finally popped open. he used a bed sheet to propel down two stories. after all of that he had a change of heart so he turned himself in. prison officials say he never would have made it past the gates. >> they thought they were winners of the balancing after school.

two american tourists are dead this morning after the vehicle they were in plunged more than 1,000 feet into a ravine. the peruvian driver was also killed they were touring ancient ruins when the driver lost control. authorities say he misjudged the road. now to china where rain brought on by a typhoon left dozens of people stranded in the northeastern part of the country. crews taking boats through flooded streets to bring people to safety. and we end with the world's largest food fight. this is in spain. tens of thousands of people hitting each other with 20 tons of tomatoes during the annual battle. messy. >> paul ryan formally accepting the republican nomination. president obama he says has shown a lack of leadership. >> president obama was asked not

long ago to reflect on any of the mistakes he might have made. he said well, i haven't communicated enough. he said his job is to quote tell a story to the american people. as if that's the whole problem here? he needs to talk more and we need to be better listeners? these past four years we had suffered no shortage of words in the white house. what is missing is leadership in the white house. >> did he make his case to the american people? let's go to tampa and ask fox news contributing editor and editor of the daily caller tucker carlson. good morning tucker. >> he went right for specifics talking medicare he is trying to save it obama is trying to raid it. what did you think overall? >> republicans love paul ryan.

unlike many members of congress he is good at explaining why he believes what he does. as the medicare question the problem is it gives democrats opportunity to talk about entitlements. that's where they typically win. they flip it around and make the ro am into he campaign defender of medicare in the face of the president's cut to medicare. that is their gamble that's their plan. i thought they did a good job the beginning stages of it. >> do you think it was worth -- you are saying it is risky to bring up medicare because the democrats love the issue. do you think worth the risk here? oo they said look the obama campaign was going to use it against us anyway. it is better to be on the aggressive rather than the defensive. if you ask most which is going to give you free stuff the democrats win that.

people perceive they are more generous with tax dollars. for the older voters who vote a lot the democrats have an advantage. that is starting to change in a couple of states because of paul ryan's argument the romney's president he will protect the popular entitlement. mitt romney speaking tonight what does he have to do? >> first thing he has to give a better speech than paul ryan did last night. those really woefrnt big. the second thing speeches are better remembered for foul ups than they are for soaring rhetoric. we will remember the governor of texas rick perry's mess up during the debate long after we forget much else about it. don't make a mistake. try to em press people as your
